Job Description for Assistant Director

Assistant Director, Systems Librarian Grade 13 (One position) – OUK

The Duties And Responsibilities Shall Include But Are Not Limited To:

  1. Participate in the development, revision, and implementation of the Library Policy in line with the University policies and strategies so as to provide strategic leadership for the University Library;
  2. Facilitate the provision of varied, authoritative, and up-to-date information resources in all formats (physical and electronic) to all categories of users so as to facilitate teaching, learning, research, and community service functions;
  3. Co-ordinate the adoption and maintenance of Information Communication Technologies (ICT) in information management and its operations to provide quality Library services;
  4. Formulate policies to ensure the Library’s information resources are organized using internationally recognized conventions and standards for efficient access and retrieval;
  5. Co-ordinate the establishment, promotion, and sustainability of quality Library services that will facilitate teaching, learning, and research;
  6. Participate in the design of physical and virtual Library spaces that are adequate, standard, and conducive to the delivery of an atmosphere for scholarship;
  7. Participate in staff planning for the Department to ensure appropriate staff are recruited, trained, appraised, and motivated for the delivery of high-quality services;
  8. Participate in the design and delivery of information literacy and life-long learning programs to facilitate the academic success of the students;
  9. Design Open, Distance, and e-learning Library services to ensure quality Library services to users outside of the physical University;
  10. Coordinate outcomes assessment to ensure that the Library products are monitored and evaluated;
  11. Participate in the academic administration of the Library through Library Committees or any other as appointed from time to time. 

For Assistant Director To This Grade, One MUST Have:

  1. A Master’s degree in Library and Information Sciences majoring in IT/Computer Systems/Information Systems or its equivalent from a recognized institution;
  2. A minimum of twelve (12) years working experience and three (3) years of which should be as a Systems Librarian or its equivalent in a well-established and automated academic Library specializing in ICT Services;
  3. Leadership and Management Course lasting not less than four (4) weeks cumulatively;
  4. Should be conversant with Library Management Systems (e.g., KOHA), Digital repositories (e.g., D space), Online Journal Systems OJS, etc;
  5. Familiarity with standards appropriate to Library applications such as MARC21 (machine-readable cataloging), HTML, SQL, MySQL, Z39.50., UNIX language;
  6. Conversant with LINUX server operating system;
  7. Familiarity with the Data Protection laws of Kenya;
  8. Familiarity with formulation and implementation of policies and procedures, particularly in the area of systems development;
  9. Ability to prepare instructional and procedural materials/manuals for staff use of the Library System’s automated resources;
  10. Good organizational, interpersonal, oral (make effective oral presentations), and written communication skills.
