Job Description

The County Assembly is seeking an experienced Officer for the position of Sergeant at Arms, to foster brand awareness and uphold a positive public image for our Institution. Applicants must have a background in security management or Fire Prevention, and experience with developing, leading, and maintaining Safety strategies that pertain to public relations. Our ideal candidate is security savvy and skilled in sophisticated safety strategies. The role requires a keen eye for detail, sharp knowledge of industry trends, and the ability to build relationships with stakeholders, thought leaders, and the safety.

Sergeant at Arms – County Assembly Of Kirinyaga

1. a) Duties and responsibilities

This position is responsible to the Chief Sergeant at Arms and duties and responsibilities will entail:

1. security screening for persons entering the precincts, chamber and the gallery;
2. maintaining safety and proper housekeeping in the chamber;

iii. safe custody of the mace;

1. implementing Fire Prevention and other Safety Measures at the County Assembly precincts;
2. routine inspection of the fire equipment;
3. controlling admission of visitors and allocation of parking;

vii. implementing security drills;

viii. performing chamber and ceremonial duties as per the laid down guidelines;

1. maintenance of decorum, law and order within the precincts of the County Assembly;
2. monitoring CCTV cameras and ensure it is functional and well manned;
3. maintaining members attendance registers;

xii. escalating to senior officers any emerging security issues; and

xiii. preparing conference facilities and ensuring its security and coordinating with other parties to

ensure the same when committee undertakes business outside the County Assembly.

1. b) Requirements for Sergeant Officer

For appointment to this grade, an officer must have:

(i) served in the grade of Sergeant-At-Arms II for at least three (3) years OR in the disciplined

forces in a rank not less than Inspector for a period of not less than five (5) years for direct appointment; OR

(ii) Bachelor’s Degree in Security Management /Investigations, Criminology and Forensic studies or its equivalent qualification from a recognized institution with at least 3 years work experience in security field;

(iii) Certificate in fire-fighting and first aid;

(iv) A valid certificate of good conduct;

(v) A Paramilitary/Military Training qualifications; and

(vi) Shown merit and ability as reflected in work performance and results.

About County Assembly Of Kirinyaga

The County Assembly of Kirinyaga comprises of thirty two members; Twenty elected from each of the twenty wards, seven specially elected women nominated to meet the two third gender rule, two members- a man and a woman specially elected to represent persons with disability, two members – a man and a woman specially elected to represent the marginalized in the county and the Speaker as an ex-officio member.
